Clickable mentions for channel categories

Problem

right now channel category mentions are just rendered like normal text

Proposed solution

make the mention visually distinct from normal text and distinct from a normal channel mention, and when clicked on the mention, it would scroll the channel list to that category and highlight it, for example. just a nice QoL to have :D
