Setting name color outside of the role system

Problem

While the current system is good, I think there should be a system that allows you to select your own name color, that supersedes the role of the color. This is due to the fact that two different people may share the same roles, but one may want the color of one, and one the other.

Proposed solution

Add a setting, access to which should be configurable as a per-role permission, where individual users can select their own colors. Maybe the community owner can give a handful to choose from, or do the opposite and lock some (in case the server has a specific color for moderators or such).

Potential other solutions, and why I think they're less ideal:

• You could allow setting role order on a user-basis This would get messy very quickly
• In regards to the example explained in the problem section: add a second role and put that above the other two, but only give it to one of the users.Seems like a hacky workaround, and using the role system in a way it wasn't designed for.
• Have color roles that lie above all the other roles, which users can choose from using a bot or similar. Same as the last point, this seems very hacky.
