Allow bots to get PRESENCE_UPDATE events for all members

Problem

Currently, the bots don't really receive presence updates. You can work around this to some degree by sending a LAZY_REQUEST event to the gateway subscribing to: a) a list of members in a guild b) a large range of members (up to 100k) in a guild The first option will quickly result in exceeding the gateway's max payload size and would also require updating subscriptions whenever a new member joins a guild to get presence updates for them too. The second option's problem is the somewhat larger size of each event and their duplication for each guild channel - for every guild channel the member is in, every presence update results in receiving the member object with all of the member's data (not just the presence).

Proposed solution
