Allow bots to use emojis from other servers

Problem

I would like to use custom emojis for the elements of UI. This is problematic because I would need the bot to have the emojis on each server.

Proposed solution

It would be nice if the bots could use emojis cross-server without Plutonium, as they can on Discord.

Notes (optional)

Cross-server emojis work for webhooks, but not for bots.

If the bot isn’t sharing a server / community of the custom emotes originating from, I personally believe it shouldn’t have the ability to use them. Some people, like myself, would prefer for them to not be in a separate community than their own. Especially if you paid for them to be made personally for you and this community. I would also like to add that similar to the carl bot having a steal command for taking custom emotes to another, I hope that’s also not possible.

This request is for the servers/communities the bot is in. Currently, it can only use the emojis from the server it's sending a message to, regardless of what servers/communities the bot is in.

This is possible regardless. The emojis are hosted on the CDN (and they have to be so that other users can see these emojis, even if they are not in the server that the emoji is from).

Idealy, each bot should shave emojis attached to them instead of relying on servers, this will be possible when emoji and sticker packs become available, that would be a more convenient and foolproof approach.
