Camera doesn't show out of VC the way watching a stream does

Reproduction steps

Join a call
Have someone turn on their camera
Click on a text channel

Expected behaviour

Camera pops out the same way streams do.

Actual behaviour

Doesn't show at all.

Build information

I can replicate the behavior. However unsure if this behavior is intended and this report should be converted to a feature request, or if it is indeed a bug. Confirming for now. Canary Desktop 2026.1101.10907, Web 2026.1101.35229, Linux 7.2.11-200.fc44.x86_64 (x64), Electron 44.10.0, Chrome 152.0.7977.169, Node 24.22.1, Locale en-GB
