Push notifications appear to be broken on iOS and Android

(#3469) Bug Needs triage mobile

Observed behaviour

Nothing Happens, opening the app is expected to check notifications. Turning on and off “Do Not Disturb” or “Focus Modes” does not work. Are Permissions and Settings toggled? Permissions are set at the OS Level for Banners, Lock-Screen, Notification Center, and sounds. In-App settings do match the OS Permissions. Are Other Applications Affected? No, this seems to only happen with Fluxer.

Reproduction steps

  1. Have Notifications Enabled on the OS and App sides.
  2. Be in or out of the App
